A Npcap OEM licensee expressed concern that the npcapwatchdog scheduled task does not have a description. This is because we are using SCHTASKS.EXE to register the task, and that tool does not have an option to add a description. We can instead use PowerShell to create the task, which will have the appropriate description: https://docs.microsoft.com/en-us/powershell/module/scheduledtasks/new-scheduledtask?view=winserver2012-ps

Codepage is obviously broken

I look forward to the ultimate victory of code page 65001.

The npcapwatchdog scheduled task is installed with a description in Npcap 1.40.

Code page problems will probably be resolved when we switch to a Unicode NSIS installer. I have added #512 for that.
